Energy Upgrade California
Energy Upgrade California (EUC) is a program partnership between the California Energy Commission and the California Public Utilities Commission and is financially supported in part by local utility companies. This limited time opportunity offers up to $4,000 in incentives for making qualifying energy-efficiency upgrades to your home and is focused on a whole-house approach to energy efficiency.

There are two upgrade packages that qualify: The Basic Upgrade Package qualifies for incentives of up to $1,000 and focuses on the building shell, including upgrading insulation and patching ductwork. The Advanced Upgrade Package is a comprehensive plan that includes the Basic Upgrade Package, plus installing new systems (heating, cooling, and water heaters), replacing ductwork, upgrading single-pane windows, and more. This package qualifies for up to $4,000 in incentives.

Why the MPOWER Placer residential program was suspended:
The Federal Housing Finance Agency (FHFA) is the regulatory agency that oversees the government-sponsored enterprises (GSE), Fannie Mae and Freddie Mac. In a directive to Fannie Mae & Freddie Mac, who guarantee between 80 and 90 percent of the residential mortgages in the country, the FHFA urged lenders not to back loans on homes that take advantage of PACE financing models, such as MPOWER Placer. As a result of their directives, which would negatively affect all Placer County home owners, MPOWER Placer cannot accept or process applications for residential properties at this time.

Our Resolve:
MPOWER Placer is aggressively pursuing resolution to the FHFA actions and continues to be at the forefront of both the legislative and judicial debate regarding state and jurisdictional rights to administer property assessed clean energy (PACE) programs.

Recently a Congressional bipartisan group introduced the PACE Assessment Protection Act of 2011, aimed at restoring MPOWER Placer’s residential program and hundreds like it. We will keep you informed about the outcome of this promising legislation.
